Why do people think they should be able to raise funds for children in care?

my godson went to live with me several times throughout his life. I never asked for any compensation. This time she put me and given a subsidy for foster care by Child Protective Services. His mother yelling at her and sending angry messages telling me who is homeless and has nowhere to live, can not pay the rent, you can not buy food because they can not afford to more than a teenager, he took home.
